The origin story of NCIS is more complicated than it seems. While many remember it as a JAG spin-off, creator Donald P. Bellisario strongly opposed that framing from the start.
He believed the label underestimated what NCIS could become. Unlike JAG, which targeted a more traditional audience, NCIS was designed to feel sharper, faster, and more contemporary. Bellisario feared that branding it as a spin-off would discourage younger viewers from giving it a chance.
CBS ultimately disagreed, promoting the series as part of the JAG universe. Years later, Bellisario suggested that decision may have influenced audience trends, particularly in the U.S.
Still, NCIS transcended expectations. With decades of success and continued renewals, it stands as proof that a show can outgrow its label—and define itself on its own terms.
