Over the course of four seasons, we watched the Fly Team travel around Europe to take down some of the most dangerous criminals. FBI: International left us with some burning questions in a season finale that was definitely not set up to be a series finale.
There’s no debate over how disappointing the FBI: International series finale was. To make matters worse, there was some time to change things a little. One of the cliffhangers didn’t need to happen, and yet nobody seemed to think that fans needed closure. Now we’re left with questions that we need either the flagship series or the new CIA spinoff to answer in the fall.
Who got the GS-14 promotion in FBI: International?
When Wes said that both Raines and Vo were up for the GS-14 promotion, we had questions about which one would get it. At least with the show coming to an end, we wouldn’t need to see one of the two remaining OG characters leave the series. However, we did hope to get some answers.
In the end, the episode left us not finding out. The camera cut to Vo and Raines holding hands, indicting that they were in for the answers together. So, who got the promotion?
Who would come in to the Fly Team?
With either Raines or Vo leaving, it would mean that someone new would come into the Fly Team. Who would that be? Would the FBI end up sending someone else to the team? After all, let’s remember that a lot of government organizations are going through budget cuts right now, and that is often shown in a TV series.

Maybe without one of the OG members, there would be more time spent on Amanda or Smitty. There’s always the other two members of Amanda’s team. Of course, the series seemed like it was setting up for Tyler to join the Fly Team permanently if FBI: International season 5 had happened.
Would Wes be able to support his half-sister?
At the end of the FBI: International series finale, Wes decided to visit his half-sister. It was a huge moment, as it showed that he now believed Dean was telling the truth. Delilah clearly wanted to meet her brother, but she didn’t think it would happen.
What type of support could he offer her, though? He’s halfway around the world, and he’s constantly traveling for his work. It would end up being limited to FaceTime calls and that’s about it, unless Delilah moved out to live with him, which I’m sure her mom wouldn’t want.
Would Amanda and Wes attempt a relationship?
There was a point in an episode where it looked like Wes was going to kiss Amanda. This relationship potential came out of nowhere in FBI: International, and it was never spoken of again. What could season 5 have been like for the two of them?
At least they didn’t have any awkwardness between them. However, Amanda needed more development for us to really believe that there were feelings there. It did almost seem like Wes was just drunk and about to cross the line, which seems to fit his messy lifestyle.
Would Smitty find someone to date?
Smitty was exploring her sexuality in FBI: International as we came to an end, and it looked like she would go on a mission to find someone she could be with. We’d seen Vo and Wes on dating apps before, but what about Smitty? Could she end up finding one that would help her find someone of the same sex to fall for?
Could Raines or Vo push for a promotion later?
Either Raines or Vo was going to get the GS-14 promotion. That would leave the other realizing that they want to move up the ranks, and now in a limbo state. They’d need to wait for the next position to open up, and then they would need to push for it.
However, they both also admitted that they loved time with the Fly Team. They’d almost forgotten about wanting to advance in their career, and this is something that could be explored more with whoever was left behind. On top of that, if Vo was the one to miss out on the promotion, you’ve got the reminder that Wes asked why Vo didn’t want to be the Fly Team leader in the first place when Scott Forrester left — it was all linked to her not being GS-14.
