This created a cliffhanger that would never be resolved. The FBI: International series finale could have extended the scene to give the audience an answer instead of ending so prematurely. Sadly, this was clearly intended on their end.

It Comes Down To Who Was More Important To The Fly Team
It seems counterintuitive to think Raines might have gotten the GS-14 position. Vo had been carefully built up as a leader throughout FBI: International season 4. When Wes Mitchell (Jesse Lee Soffer) first joined and Vo suggested he take over the Fly Team leadership, she explained that she wasn’t doing it herself because she wasn’t yet ready to give up going out on the field, but that that might change. For that reason, one popular theory suggested that FBI: International would end with Vo taking over the Fly Team after Mitchell returned to the States.
…Raines becoming the new GS-14 elsewhere freed up Vo to remain with the Fly Team — and even if there are no new episodes, since the team still exists, it’s likely that she is its new head or still second-in-command.

One Of Them Would Likely Have Left The Show
If FBI: International had been renewed for a fifth season, it’s likely that whoever got the promotion would no longer be in the series, as they wouldn’t be working for the Fly Team anymore. However, the Fly Team might have needed to consult with this team on a recurring basis. Thus, the departing character would likely appear sporadically, in a similar manner to Jubal’s (Jeremy Sisto) guest appearances when the team needed intel from a Stateside contact.
If there were a fifth season, Vo could have trained to take over the team in a hypothetical season 6, giving Mitchell an entire season to transition out of his position and return Stateside.
