FBI: International Season 4 Finale: Which Fly Team Member Likely Got the Promotion?

If FBI: International continued for a fifth season, Vo (Vinessa Vidotto) or Raines (Carter Redwood) would have received the GS-14 promotion, but one of them clearly had the advantage over the other. During FBI: International season 4, both Vo and Raines decided to apply for the same job, which would have taken one of them Stateside. There was widespread speculation about which character would get the job leading up to the series ending. Unfortunately, the procedural left the answer to the audience’s imagination, instead ending with the news that a decision had been made but not showing the result on-screen.

The Scene Stopped Short Of Where It Needed To Be

It would have been simple for FBI: International to wrap up this storyline properly. The final scene of Vo and Raines involved them waiting for a video chat to connect so that they could find out who had received the promotion, but cut off before they received the answer. This created a cliffhanger that would never be resolved. The FBI: International series finale could have extended the scene to give the audience an answer instead of ending so prematurely. Sadly, this was clearly intended on their end.

The scene wrapped up with Vo and Raines reaching for each other’s hands. This was likely meant to suggest that there would be no hard feelings on the part of the person who didn’t get the job, as well as demonstrate their high nerves while they were waiting for news. That said, one of these characters was far more likely to get the position than the other, for several reasons.

Which Likely Got The Promotion: Vo or Raines?

It Comes Down To Who Was More Important To The Fly Team

It seems counterintuitive to think Raines might have gotten the GS-14 position. Vo had been carefully built up as a leader throughout FBI: International season 4. When Wes Mitchell (Jesse Lee Soffer) first joined and Vo suggested he take over the Fly Team leadership, she explained that she wasn’t doing it herself because she wasn’t yet ready to give up going out on the field, but that that might change. For that reason, one popular theory suggested that FBI: International would end with Vo taking over the Fly Team after Mitchell returned to the States.

Ironically, Vo’s suitability to lead the Fly Team makes it more likely that Raines got the promotion. While both characters were important to the team, Vo was Mitchell’s second-in-command, and she was a popular enough character for there to be mass concern about Vinessa Vidotto possibly leaving FBI: International when Vo was shot in the midseason finale. Thus, Raines becoming the new GS-14 elsewhere freed up Vo to remain with the Fly Team — and even if there are no new episodes, since the team still exists, it’s likely that she is its new head or still second-in-command.

What Vo & Raines’ Story Would Have Been About If FBI: International Season 5 Happened

One Of Them Would Likely Have Left The Show

If FBI: International had been renewed for a fifth season, it’s likely that whoever got the promotion would no longer be in the series, as they wouldn’t be working for the Fly Team anymore. However, the Fly Team might have needed to consult with this team on a recurring basis. Thus, the departing character would likely appear sporadically, in a similar manner to Jubal’s (Jeremy Sisto) guest appearances when the team needed intel from a Stateside contact.

Additionally, the person who didn’t get the job would likely have to work through mixed feelings of disappointment, happiness for their former colleague, and missing the person who was no longer there. It would have made sense for FBI: International to end with Raines getting the GS-14 position and Vo getting the qualification so that she could take over leadership of the Fly Team. If there were a fifth season, Vo could have trained to take over the team in a hypothetical season 6, giving Mitchell an entire season to transition out of his position and return Stateside.
