The idea emerged during Season 14, shortly after Michael Weatherly’s departure. The creative team wanted to explore Gibbs’ personal life in a way the series had rarely touched since the tragic death of his first wife, Shannon. In the proposed storyline, Gibbs would quietly rekindle a relationship with a woman from his pre-NCIS past — a marine-turned-boat restorer who had once saved his life during a covert mission.
The arc would have revealed a softer, more vulnerable Gibbs, culminating in a small, private wedding attended only by his closest NCIS family.
