
Carla Marino’s set to become an increasingly dangerous NCIS villain after the events of season 22, but a more harmless former villain is perfectly set up to help as long as they maintain their relationship with one particular MCRT agent. Despite it almost seeming at first that an unlikely attraction might be blossoming between them, the NCIS season 22 finale fanned the flames of hatred between Parker and Carla now that each has contributed to the other’s loss of a loved one. With Carla’s revenge enacted, it could now be Parker’s turn to seek vengeance in NCIS season 23.
Regardless of whether Parker sets out on a revenge quest or chooses to seek lawful justice, Carla’s larger game plan could bring the MCRT into contact with innumerable new and former villains. Carla nearly succeeded in wiping out all of her competitors simultaneously to take full control of the criminal underground, meaning the NCIS may even have to actively work with criminals to keep them safe if Carla continues pursuing that plan. But one particular villain from the MCRT’s past has a relationship with NCIS’ cast of characters that could prove quite entertaining if he’s brought into the story.

Fletcher And McGee Even Ended The Episode As Friends
NCIS’ 1000th episode marked the introduction of Fletcher Voss, a character so inept at villainy that he actually manages to do significantly more damage than intended by sheer accident. A technological visionary with little in the way of actual coding skills, Voss inadvertently got Vance shot and nearly destroyed Air Force One while courting a contract between NCIS and his tech company. But to his credit, he didn’t mean for anyone to actually get hurt. He just wanted a government software contract so he could afford a trip to the moon.
Although he’s arrested for his actions, that isn’t the end of T.J. Thyne’s role as Fletcher Voss in NCIS. Season 22, episode 13 reveals that Fletcher was released on appeal and continued his life of questionably attained luxury. Voss spends most of the episode as a prime murder suspect until targeted by the real killer, but the team’s largely convinced by the end that he’s reformed. Fletcher and Tim even end the episode on a first bump after McGee gives blood to save Fletcher’s life. Meanwhile, Voss buys an unreasonable amount of coffee to support the McGee children’s school fundraiser.
Fletcher Voss Could Further Two Major Parker Storylines In NCIS Season 23
He Has Resources That Could Prove Useful To Parker’s Search
Because he’s the only MCRT agent to really treat Voss as a friend, Fletcher’s return to the series would probably have to go through McGee. However, the two best reasons to bring in Voss right now would ultimately relate back to Parker’s NCIS season 22 conflicts. Most obviously, Carla Marino’s villain role in NCIS has gotten personal enough that Parker would work with just about anyone to bring her down. Fletcher might not be the genius coder he wants people to believe he is, but he does have tech resources and connections that could help trace a person’s movements.
For context, NCIS already connected Carla to the nuclear train heist without third-party assistance. Between Kasie and McGee, the MCRT only needs outside tech help when their backs are against the wall. He might have shady connections that could provide insight regarding the next steps in Carla’s plan, but Fletcher could also prove useful in tracking down the story and potential whereabouts of Lily, the ghost girl haunting Parker’s childhood memories. With that mystery seemingly at a current dead end, there’d be no better time to call in an outsider for a fresh set of ideas on how to proceed.
How Else NCIS Season 23 Could Incorporate Fletcher Voss
Voss Doesn’t Necessarily Have To Influence The Main Storyline
The biggest issue with bringing Voss into Parker’s storylines is that neither one of them necessarily relies on tech resources or connections that the MCRT couldn’t acquire without Fletcher’s help. However, since NCIS season 23 plans to focus on more character-specific episodes than past seasons, Fletcher could be brought in specifically to further explore his newfound friendship with McGee. Tim’s tech skills have been increasingly brought back to the forefront in recent episodes, and it’s conceivable that he may bring in Fletcher if he were to encounter a tech-based conundrum he couldn’t solve on his own.
One of the most intriguing aspects of Fletcher’s character is that, while he’s profoundly terrible at what he does, most of his ideas make relative sense. Had it not been so catastrophically untrue that his Bandium software couldn’t be hacked, he might have easily secured his government contract without all the bombings and attempted murders. Tim calling for Fletcher’s help on a case in NCIS season 23, with McGee benefiting from Fletcher’s visionary prowess while helping Voss fine-tune his more practical skills, could make for both an effective and rather entertaining team-up.
