It made sense considering the timing of Parker’s visions of her, but then it became clear that he didn’t know who she was. It has taken until NCIS season 22 for Parker to learn some of the truths about his past, leading to him learning a little more about Lily.
After finally talking to his dad, Roman Parker, about his mom’s death in NCIS season 22, episode 15, CBS’ NCIS character learned that the stories he had grown up hearing were just that, stories. His mom had died because she crashed her car when driving while drunk, and it turns out that Lily was a child at the scene of the accident. If Parker didn’t know Lily and she was only at the scene, it doesn’t make sense that he would start to see her in visions. However, there is a chance there’s more from his past that he’s forgetting.

It’s possible that she was playing out in the street, forcing Parker’s mom to swerve the car and crash. As emergency services turned up, Lily could have remained at the scene, potentially even feeling some guilt for what happened.
Since Lily could have been at the scene, she would have had to give a witness statement. It would explain why a police officer was talking to her at the scene in the photo, although the rest of the conversation would have happened with a parent present. The officer could have also been offering Lily some support after everything she saw due to the nature of the accident.

It is possible that Parker’s mom was having an affair, and that affair partner was Lily’s dad. Finding a way to meet would be easy, as the two could arrange playdates with their two children.

Rather than Parker’s mom being involved with an affair with Lily’s dad, she could have been friends with Lily’s mom, allowing for another way for Parker and Lily to have playdates together. After an argument with Roman, she could have driven to Lily’s house to vent with a friend, and that friend could have been outside as Parker’s mom came up the street, hitting her in the process.
Even if they weren’t friends, Lily’s mom could have been another casualty that hasn’t been mentioned by Roman or wasn’t in the initial news report. This would explain why Lily was at the scene of the accident. With Lily facing such a loss, there is an element of anger and hurt, and it would make sense why she was now haunting the MCRT leader. If Parker’s mom caused the death of Lily’s mom, then Lily would want to put the blame on someone growing up, and Parker is the best option.

Of course, with that happening, Roman wouldn’t want to tell his children the truth about the crash. He would have been angry that his wife almost took the life of one of her own children, and he would have potentially held onto that resentment and anger for decades. It’s clear that he still hasn’t told the full truth, and part of the lie may be that Parker was in the crash.
Lily may have been in the street at the time or may have just seen the crash happen, leading to her running over to the car and seeing Parker in the backseat. It would explain how he had seen her, but if he had forgotten the crash, then he’s forgotten seeing her too. NCIS season 22 still has a lot of explaining to do when it comes to Parker’s visions of Lily. Parker is slowly getting pieces of the puzzle, but there is far more to the mystery than initially meets the eye.
